Sabre Tools

I was searching for information on DAT file formats and came across this tool here.  I have not seen mention of it anywhere in the scene and was wondering if anyone has any experience with it.  It seems fairly complicated though and is a command line only tool.  However, it would be great for the backend to a custom frontend.
