I guess when someone uploads it there.
TOSEC team catalogs things, and not responsible to spread what is cataloged in the dats.

we are not affiliated with archive.org, so you might want to contact archive.org for this.
I think it's someone named Jason who does this, you might find his info on his other uploads.
