the dats are part of a  database of known and registered files only.
only info of the files, and not the files (i.e. games) themselves.

You can use the dats with programs like clrmame pro and Romvault to get order
of your own files.

You cannot find the software, games, programs etc here on this site.

I am not sure you really know what Tomse is telling you.
Read it again or use a translator.

DATs are not ROMs, they are not extracted. You read them with appropriate software and they LIST (NOT contain) what is ripped and known and found "somewhere" (NOT here).

I bet you didn't understand this either, so let me try a more general advice: You need much reading before you understand this. Please google.
